2. Ji Nan University Overseas Chinese College Development Planning
(1) When applying for the key National Social Science Research Base, we reorganized and redirected Overseas Chinese Studies. In April 1999, Ministry of Education displayed to establish the key Humanities and Social Science Research Basis, the standards are: first class and unique. Mainly, all applying institutions must be the first class in the country, and its position in the country cannot be substituted by the other same sort of mechanisms. There will be only one basis in one field that undertakes research planning and international exchange on behalf of the country. Ji Nan University is directly under Overseas Chinese Affairs of State Council, and has the tradition and resource in the field of Overseas Chinese. So, she has her unique superiority on applying for the key basis of Overseas Chinese research. Most importance is that we can take the opportunity to change the status quo such as overlapped departments, improperly-used human power and lacked overall planning.
(2) Institution: approved by Overseas Chinese Affairs of State Council, we will reorganize the university's resource and build Institute of Overseas Chinese Studies.
(3) 3 years implement plans of Institute of Overseas Chinese Studies
During the first year, we will focus on reorganizing our institute, which will include improving all research facilities, regrouping of personnel, introduction of new information systems based on electronic technology, streamlining of organizational structure, modernization of management systems, and creation of a productive environment for research.
The second year, we will focus on introducing talents, improving human resource structure, determining and tackling key oriented projects based on vulnerable spots in Overseas Chinese Studies and urgent problems in the country's decision-making.  We will also build global Overseas Chinese Studies website, which will include a large-scale Overseas Chinese Studies database, the World's Chinese Institute (including associations, culture and commercial organizations) database, and the world's Chinese talent database, to settle the academic position of our institute in the world through the means of new technology.

The third year, after achieving significant progress in research, we will explore vigorously international cooperation and exchange, which will set up extensive and close relationships with all kinds of associations, institutes and academic organizations in overseas Chinese society. Meantime, we will place consultant services on the agenda, which guide overseas Chinese's enthusiasm on China's modernization to serve the country's economic development. We also will build Overseas Chinese Research foundation to prepare for our institute's continuous development. At that time, our institute will truly become a first-class research base and one of the world's best Overseas Chinese research centers
